Rajasthan and UNICEF Partner to Transform Schools

*State Roll-out of Swachh evam Harit Vidyalaya Rating (SHVR) 2025 and School Safety Protocols Rajasthan launches initiative to transform all schools into clean, green and safe learning spaces with UNICEF support*

RAJASTHAN (Jaipur), 20 August 2025 — The Government of Rajasthan, with technical support from UNICEF Rajasthan, convened the State Launch and Orientation on Swachh evam Harit Vidyalaya Rating (SHVR) 2025 and School Safety Protocols at Hotel Holiday Inn, Jaipur. The programme marked a significant milestone in the state’s efforts to ensure that every child learns in a clean, green, and safe environment.

SHVR 2025: A movement towards clean, green and safe schools

The State School Education and Panchayati Raj Minister, Mr. Madan Dilawar, shared during the launch session that the Swachh evam Harit Vidyalaya Rating is not just a compliance framework; it is a movement to transform the culture of schools. He emphasized that by focusing on sanitation, hygiene, and green practices, SHVR 2025 empowers teachers and communities to nurture responsibility and pride among students.

“The safety and wellbeing of our children is our foremost responsibility. Through SHVR 2025, we are institutionalizing hygiene, sanitation, and environmental sustainability, while also prioritizing safe school infrastructure,” he said. “Rajasthan is fully committed to making every school a model of cleanliness, greenery, and sustainability.”

Mr. Rushabh Hemani, chief of UNICEF Rajasthan, highlighted that clean, green and safe schools as well as WASH (Water, Sanitation and Hygiene) are not just infrastructure issues but fundamental to every child’s right to learn in dignity.

“By integrating SHVR 2025 with safety protocols, Rajasthan is setting a model for climate-resilient and inclusive schools that put children first,” he noted. “The launch and orientation of SHVR give us measurable benchmarks and a pathway for schools to progress from basic compliance to excellence.”

National mandate with Rajasthan’s integrated approach

The SHVR 2025 has been made mandatory by the Government of India through the Department of School Education & Literacy. It aims to institutionalize hygiene, sanitation, and environmental sustainability within school campuses through a structured five-star rating system.

Rajasthan has further strengthened this initiative by integrating school safety protocols, ensuring that risk reduction, emergency preparedness, and safe infrastructure are at the core of education. The state is among the first to link SHVR 2025 with school safety protocols, thereby creating a comprehensive framework for transforming schools into clean, green, and safe environments.

Evaluation framework with 60 indicators

The SHVR initiative evaluates schools based on 60 indicators across six categories: drinking water, toilets, handwashing with soap, operation & maintenance, behaviour change & capacity building, and integration of Mission LiFE (Lifestyle for Environment).

The launch and orientation brought together 120 key stakeholders, including the State Education team, officials from the Directorate of School Education in Bikaner, Chief District Education Officers (CDEOs), district-level SHVR nodal officers, representatives from UNICEF Rajasthan, as well as WASH and school safety experts. The orientation covered the structure and implementation strategy, highlighting both national and state-level perspectives on school safety. Participants were introduced to tools and templates for school assessments, along with reporting frameworks for effective monitoring.

As a result, district teams were equipped with operational knowledge and resources for the rollout of SHVR 2025. Awareness and capacity on school safety protocols were also significantly enhanced. Clear timelines and responsibilities were set for district-level implementation, paving the way for structured and accountable progress across the state.

Participants shared that the SHVR framework helps district teams and teachers easily understand where their schools stand and what improvements are needed. Online submissions by schools will conclude at the end of September, leading to district-level and then state-level selections in December. Selected schools will be nominated for national-level recognition. Through SHVR 2025 and school safety protocols, Rajasthan is setting an example of how structured frameworks, combined with community participation and strong leadership, can make every school a hub of cleanliness, greenery, safety, and sustainability for the future.
